Model system helps to identify the levels and understand the methods and techniques, in which possible resolution of controversies, with the aim of active management (control) vital marketing (liberal) health care system. Their grouping is as follows. Formation needs. Actively shaping the needs for medical services is achieved, above all, making sense of health and social problems, to reveal their roles and mechanisms of influence on the occurrence of the specific needs of consumers in health services.
