The current organizational structure of the professional medical community in Russia is characterized by a diverse heterogeneity. On a separate medical specialty professional associations generally are not created or created but not registered in accordance with applicable law. Analysis of the situation allowed the authors to identify the main problem in the way of constructing an effective system of medical self-regulation in Russia - the legitimacy of the previously created and produced by now, professional medical associations. It is the legitimacy of both the establishment and daily operations, especially in a constantly changing legislation on non-profit associations, is the foundation of the success of professional medical associations. There are several reasons not the legitimacy of the existing professional associations, the main one of which, according to authors - organizational problems and difficulties of the state registration (re-) professional medical associations in the legal form of "public organization" All-Russian level. The purpose of this article - to acquaint physicians with the order of creation and registration of professional associations in the legal form of "public organization" All-Russian level, taking into account current legislation and our own experience. To date, the main legal form of professional medical associations are public organizations nationwide level with regional offices in the regions. This organizational structure based on individual membership, a single charter and a unified internal structure of the regional offices, will in the near future doctors of any medical specialty effectively and responsibly manage their professional activities at both the regional and country level as a whole. In addition, there are two principal aspects of the organizational and legal forms that must be considered during its creation: the All-Russian Public Organization level can be used in its name "name" Russia, "Russian Federation", and formed on their basis of words and phrases without special permission from a competent public authority "(Article 14 of the Federal Law № 82-FZ of 19.05.1995g.) State registration of the Russian public organization by the Federal Registration Service (Article 21 of Federal Law № 82-FZ of 19.05.1995g.), so the possibility of emergence of organizations - "twins" (meaning two or more professional associations on one medical specialty) is practically reduced to zero. The authors consider it necessary also to draw attention to another important, but not the medical aspect: the association of doctors in the national organization for each medical specialty, from Kaliningrad to Kamchatka will contribute to strengthening and territorial cohesion of the Russian state.
