Therapeutic and preventive institutions operating outside of the competitive environment, the definition of their objective functions (in the broadest sense - health care) may well be succeed in life, not having the properties that would characterize this as a competitive organization. Only the market environment, only the specific economic relationships require entities operating in an environment of qualitatively new relations and features, qualitatively different structural and functional significance - conventionally denoted by us as a marketing entity. Medical facility (medical practice) for a complete, orderly and lawful activity under conditions of perfect competition should be structurally and functionally prepared for such an economic entity. Under the marketing entity health facility (as opposed to traditional medical) should be understood that state of socio-economic environment and structural - functional content of health facilities, in which an organization with a high proportion of effectively implements its objective function within the established activities in the field of market relations, having a certain degree of competitiveness. In the broadest sense, is methodologically competitiveness of medical institutions (medical practice) may be considered and evaluated from two perspectives: firstly, within the boundaries of interaction with similar organizations themselves, acting as real competitors, and secondly, more importantly, within independent of the agency, in its internal environment. Lack of practice formed by the competitive environment in the national health care system renders meaningless the study of two or more subjects of the system, like its competitors. Search and study of certain criteria of competitiveness inside the medical facility (medical practice), in our opinion, today most accessible and rezultativen in terms of implementation of management decisions on the organization of advanced ("reactive"), the production of medical services in the future, with the formation of a truly competitive environment in the markets of medical services, such medical institutions (medical practitioners) will initially have a high degree of competitiveness. Relying on the well-known models of organizations that are adapted to the market conditions, we have identified a number of characteristics by which a high degree of reliability is described by the state medical institutions (medical practice), the condition determining the level of potential competitiveness of the organization (medical practice). (Table 1). The characteristics of medical institutions (medical practice), which determine the level of competitiveness ("The system features seven") Task function - the kind of manufactured product, a specific medical service, as determined in accordance with the needs of society, the medical services market and the individual patient and correlated with the classifier diseases (states ) and the classifier of medical services.
