Assumed that if the conditions of oligopoly enterprises receive earnings in excess of opportunity cost, they behave as a pure monopoly, otherwise, as an enterprise operating in the market monopoly, rather than pure competition. Thus, an oligopoly, as a characteristic of market relations in the production and consumption of health services is similar to the existing monopoly in health care. When operating at present the traditional structure of the health care system, the functions of strategic planning and management are focused in part on the regional level and are rigidly linked to specific decisions and attitudes of the Ministry of Health and Social Development. Under the existing organizational structure of health systems as part of its functional nature, health authorities, regional and municipal levels are required to ensure the harmonization of certain development projects, systems and management decisions. Such coordination may be hampered by the fact that the leaders of health care facilities not trained in modern methods of strategic planning by the fact that practically do not use a method of social marketing in strategic planning in health care, the fact that sometimes is not enough information for strategic planning at different levels of management. In addition, not the technology of preparation of solutions in the areas of strategy and tactics for healthcare. Is it possible in this case to talk about a strategic alliance as a modern form of relationships that might solve the problem of developing and implementing strategies in the health system at regional and municipal levels? It should be emphasized that the current health care system in Russia belongs to the traditional classical form of organization - bureaucracy. In a functioning public health system there are no conditions for the emergence of independent equal partners and competitors, but only apply the function of vertical relationships such as "Head of the Executive." In such systems, which is dominated by the vertical relationship of subjects to talk about any form of strategic partnership simply does not make sense. In such a system of relationships can be properly speak only of strategic planning at the same time recognizing that the strategic planning sometimes becomes an obstacle in the way of initiative and entrepreneurship. Creating conditions for the formation of the competitive environment in medicine, the development of the competitiveness of medical services and medical labor - an effective instrument in the way of a qualitative change in industrial relations in the health care industry and, most importantly, an absolutely necessary condition for the formation of modern marketing relationship between patient and physician, as well as among health workers, between different medical institutions. As you know, separation of powers at different levels of decision-making, formation of an environment free functioning of health facilities, the environment - contributing to the creation of horizontal relationships between the different (legal and economic senses) agencies - is that the real ground on which it is possible and necessary to ensure partnership and strategic alliance.
