Study the particular case of financial management in a system of compulsory medical insurance
IA six destiny Ten years of compulsory medical insurance in Russia makes it possible to reveal some trends in financial management on the example of the functioning of the territorial mandatory health insurance system. Objects of scientific study have been chosen Vladimir Regional Health Insurance Fund, certain organizational forms management system and financial support for the territorial system of the MLA. We collected and analyzed information on the monthly income in the budget of the Vladimir Regional NMR Facility for the period 1996-2003. In one of our publications [1] has shown that financial stability is a characteristic exponent, a kind of indicator of the sustainability of the system of local self-government territorial level. The availability of such information allows for forecasting revenues of the territorial system of local self-government to develop a management decision within the framework of financial management. A particular example it was found that the emergent system of local self-government (1993-1999 gg.) Filling the financial budget of the Vladimir regional fund CBOs acquired relatively stable nature, and the number of monthly fluctuations in incoming funds was in the range of two million rubles at the average monthly income to fund budget 15.8 mln. As a percentage of average monthly income of fluctuations in the territorial fund of MLA in 1999 amounted to 12,6%. Beginning in 2000 with the progressive increase in funding levels of local self-government of Vladimir region there is a trend to increased volatility of monthly flow of funds into the system. By 2003, the range of variation (fluctuations) in the monthly receipt of funds by CBOs were in the range of 50 million rubles. The average monthly flow of funds to CBOs residents Vladimir Region in 2003 amounted to more than 80 million rubles. The lowest level of income reported in February 2003 - 52.7 mln., The highest - in December the same year - 113.0 million rubles. The average monthly income level of the oscillations of the territorial fund of MLA in 2003 was 62,2% and increased as compared to 1999, almost five times. Thus, on the basis of this analysis we can conclude that the stability and the stability of the monthly budget of filling the Vladimir regional fund CBOs in 2003 compared with 1999 has decreased by five times.
